Local Disk Folder - small question

I should probably be able to figure this out, but I can't. What is this?

Why does it show up in every folder that I create?

And why do I get this message when I try to delete the folder?

Please post the raw directory listing of the folder containing the .. folder. To get it right-click on the folder in the tree view (left) side and select "Show Raw Listing" from the context menu.

Please also post the system information from the menu: Help->About "System Information"
