Imagine you are downloading a lot of files in one transfer.
Many of the files are identical (date/time/name/size).
Some are not.
An option to always skip those with matching names, dates/times and sizes would be useful. But not if there is any difference in name/date/time/size.
Name? Case changing. Even though you can have FRED and fred in some OS's as 2 files, others treat this as the same name, just with different case. Therefore the matching logic needs to deal with this.
And to be able to tag some sites to always overwrite (because they don't support resume) would be useful too.
