Don't upload the file if it's being download at the same time

When there are files in the Monitoring state locally and you download the respective file from the server so that it overwrites the local file that is being Monitored, it triggers an immediate upload of the Monitored file, sometimes causing a partial upload because the upload begins before the file is completely downloaded.

Uploading a just downloaded file would have no effect anyway.
