Better mouseover event support

I'd think it would be nice to see better handling of the mouseover event for the browser windows.

In my use, I have two browser windows open in the client, a remote and a local. And I personally find it somewhat annoying that I have to click inside the browser window in order to get the use of my scroll wheel, where with other applications I can just mouse over the window and the scroll wheel will work.

I believe this should be able to be handled by detection of the mouseover event and responding to it, then working with the scroll wheel, yes?

I was thinking of it in terms of programs that use panes like Outlook, which responds to the mouseover event without having to having to have the focus shifted to the folder list in order for it to scroll when the mouse is over it.
