User File Access

Can SmartFTP be setup so that when a file is opened on the server, it can be modified, then when it is saved, it is automatically saved on the server? Also, while that one person has the file open, make it so nobody else can open it?

The first is already implemented, the latter is not easily possible to do as FTP does not offer to "lock" a file. The only (insecure) way to do this would be to delete the file from the server while it's being edited locally, and upload it again afterwards.
