cant connect please help

i cant connect to my ftp acount..
it says
SmartFTP v1.0.982.36
Resolving host name .........................
Connecting to (..........................) -> IP: ....................... PORT: 21
No connection could be made because the target machine actively refused it.
Cannot login waiting to retry (30s)...

That's a sign that either the server is down or you're using the wrong IP / hostname or port.
