Why slow download....

My friend created a ftp server, he set the Max download speed and Upload speed to unlimited. I connected to his server and downloaded a file, 23,5kBps/sec. Why?

this isnt to do with smart ftp, its to do with his connection, if he sets it to unlimited his isp limits his connection.........................., try another client to prove this....
