Im not sure if the filters will do the job:
We have a agenda.xls file. The idea is that the several users can first access the file via the internet, make modifications and download the file on to our server. This way we have one file on the internet always up to date.

okay, let me get this straight:
1) you have a file that is only downloadable (by ftp or http?) by some "privileged" users
2) you want these users to be able to upload a modified version of this file to your server, but not any other files
right? then it's a server issue, not a client issue (so nothing smartftp can do).
