Global Queue drag-and-drop is not working

I tried to use the drag and drop from Local Browser to my ftp server, and the transfer just starts without asking if I would like to put it in the Global Queue first?

Is the tutorial wrong or is it a bug?

Use right mouse button drag and drop.
