Global que set to 1 connection but keeps makeing 2

When using the global que I cannot keep it set to use only 1 connection.
It starts out only starting 1 connection but after a while it will open a second.
That really sucks when you are on a site bans you for hammering and only 1 connection is allowed.
I have the global que set to 1 thread, and in settings max # of threads and threads per site are both set to 1.
Any ideas as to how I can solve or bypass this problem?
I need to use the global que since the server is very busy and I cant sit around the house and wait for the dir to be displayed for a direct dl or sesion que.

Well it seems that after the server is not found, then it moves on to the next file but still leaves "waiting to retry" text next to.
I thought it was tring to access 2 files at once but it only appeared that way.
I could see more specificaly what was going on by right clicking on the file in the global que and viewing the log file for that individual file.
I could have noticed that the first time but I'm not used to this type of useful and intuitve software with such an abundace of tools lol.
