Nope, it's disabled.
This is more than just a wrong setting, I think it's a serious bug.

What do you need to know then?

The bug appeared about 2 or 3 days ago and now I cannot save or start my global queue. I'm not sure, but I think my Windows XP crashed right before the misery began.

Try cleaning al smartftp registry keys with the backup manager and reinstaling smartftp, maybe some registry keys crashed because msblast.

Thanks! Although I didn't have msblast, clearing the registry fixed the problem
