Conection of win 98 to 2000 or vice versa

I have a question. I want to connect a win98 to win 2000 different IP's to each other or vice versa (win 2000 to 98) with smart FTP but I can not do it. I cecked with 2 win 2000 but it responds that "No connection could be made because the target machine actively refused it."

any help is appreciated.
