Solution to a problem fora complete newbie to FTP

I require a solution to something i'm trying to accomplish, i have no idea how to go about doing so, so some in depth solution would be greatly appreciated!
So here is what i need...

For example – on the remote machine, 3dsmax or AFX renders a png sequence to a folder (might help we can use subfolders)
A program then automatically uploads to the folder (or relevant subfolder) on FTP
If there are multiple users (ie there is backburner using a render queue) then (or other FTP client) needs to automatically download the file to host computer when it gets written.

Makes sense?

Any help is greatly appreciated as i'm really a complete novice in this area.
