Will Not Upload

I am Tryin to Upload images and index on to my new site there is nothing on it yet i have ftp saying it is connected but it will not upload the stuff i need it to
it will try and then it will retry it just keeps going and does do anything after that just keeps trying to upload. i have been trying fo an hour now could someone help me?

It's a firewall problem. Add SmartFTP to the exceptions in your software firewall (Norton, McAfee, etc) and then try again.

I have Done That To I Just cant get it to work.
