CHMOD problems

when i try to chmod my news page to 777,because you need to with cutenews, it comes up with:
SITE CHMOD 777 news.html
550 news.html: Permission denied Is there anyway to stop this??

Hi, it can be 2 things: It's a windows box, then it don't needs chmod, or it's a linux box with chmod support disabled or without it.
