Can not connect to CesarFTP 0.99g From SmartFTP 1.5 or greater

I am no longer able to connect to my FTP server since i upgraded to SmartFTP 1.5, I can not connect to my FTP server with the 2.0 beta version either.

I get the following errors:

[16:26:27] LIST -aL
[16:26:27] 150 Data connection created for directory listing
[16:26:48] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
[16:27:48] Timeout (60s).
[16:27:48] Active Help: https://www.smartftp.com/support/kb/74
[16:27:48] Client closed the connection.

Is there some change i need to make in my server software?

P.S.

My server shows my client connected at 100% but the client never gains access from the client side.
