SSL/TLS not working with Windows XP

Problem
On Windows XP when you are trying to connect to a FIPS enabled FTP server you get the following error:

AUTH TLS
234 AUTH command accepted - proceed with Negotiation.
Connected. Exchanging encryption keys...
SSL/TLS client handshake failed (Error = 0x80090308).
The token supplied to the function is invalid

Solution
Enable FIPS mode in the Local Security Settings:
