Cant upload a text tile

Before I purchase Smart FTP, I first must be able to upload files to my URL. Thee is a major problem however in that I have an HTM file labeled Articles.HTM that is 14,753 bytes in size. But whenever I try to upload it to my web site it only transfers 3% or 2,560 bytes, never anymore.

Why does this program stop after uploading only 3% of the file? It is all text with some background color and different colored text fonts.

I need some help!

When I try to upload a file, the upload icon is grayed out meaning I dont have acccess to it. Why? How can I upload an text file into my web site since it will only transfer 3% of the bytes and halts after the first 2560 bytes. I tried transferring it in ASCII instead of binary but it still doesn't work.
